摘要
理论、国际与历史三个维度的分析结果表明，农业的充分发展是促进国民经济增长的基础前提，多功能农业为基础的乡村发展成为国际主流。乡村发展需要立足当地要素与外部动力。乡村振兴战略在优先农业农村发展、引入非农产业发展的同时，尤需处理好乡村振兴与新型城镇化、乡村农业与非农产业、传统农业与特色农业三组关系，突出农业的基础地位，补足农业现代化短板，保障粮食安全和农产品有效供给，发展适应城乡居民需求、以农业为基础、农民充分参与和受益的新产业新业态，支撑实现乡村振兴目标。
Based on theoretical, international and historical analysis, it can be found that agricultur- al development is the prerequisite for promoting national economic growth. The development of rural are- as based on multi-functional agriculture has become an international mainstream. Rural development mode should be based on local factors and external forces. The strategy of rural revitalization, while giv- ing priority to development in agriculture and rural areas and the introduction of non-agricultural devel- opment, will need to treat the relations between rural revitalization and new-type urbanization, rural agri- culture and non-agricultural industries, traditional agriculture and characteristic agriculture, highlight the basic position of agriculture, address the true weaknesses of agricultural modernization, guarantee food security and the effective supply of agricultural products, develop new industries that meet the needs of urban and rural residents, based on agriculture, and guarantee the full participation and benefit of farmers, so as to support the realization of rural revitalization.
