摘要
生态补偿机制对实现区域可持续发展和公平发展具有十分重要的现实意义。文章从碳补偿的视角,构建县域碳收支核算方法,核算了2016年陕西省重点生态功能区各县域的碳汇与碳源,按照固碳价格和修正后的碳补偿系数,确定生态补偿的标准和额度。结果表明陕西省重点生态功能区整体处于生态盈余状态,大部分县域应该获得碳补偿,少部分县域应该支付碳补偿。
It has very important practical significance for ecological compensation mechanism to realize the sustainable development and fair development of the region. From the perspective of carbon compensation, this paper constructed the accounting method of carbon revenue and expenditure at county level, and calculated the carbon sinks and carbon sources in every county in the key ecological functional areas of Shaanxi Province in 2016. According to the carbon sequestration price and the revised carbon compensation coefficient, this paper determined the ecological compensation standard and amount. The results showed that the whole of key ecological functional areas of Shaanxi Province is in the state of ecological surplus, most counties should acquire the carbon compensation, and a few counties should pay the carbon compensation.
