摘要
在北京构建国际化大都市进程中,吸引大批高素质的国际人才来华对我国来说尤为重要。外籍流动人口"社会融入"问题从表面上看是由文化、心理等方面的差异导致的,但实质上是他们个人权利的实现和社会保障问题,还会直接影响到目的城市的和谐稳定、经济发展、公平正义。本文引入互动融合模式,提出对在京外籍流动人口的社会融入应与经济社会权利相结合,权利享有以其与我国的紧密联系程度为依据,渐进式推进外籍流动人口的社会融入,以期对在华外籍流动人口管理理论和实践的丰富有所助益。
In the process of building an international metropolis in Beijing,it is particularly important for Chinese government to attract a large number of high-quality international talents.On the surface,the problem of＂social integration＂for foreign floating population is caused by cultural and psychological differences.The nature in fact is the realization of their individual rights and social welfare protection,which may directly affect the social harmony,stability and economy of the destination city.In this paper,I believe that the realization of alien’s right should be protected closely connecting with economic development,fairness and justice.I discuss the feasibility and necessity of introducing the interactive integration model,proposing that the social integration of foreign migrants in Beijing should be carried out gradually.The realization of individual right should be judged by the economic and social connection with our country in order to enrich the theory and practice of the management of foreign migrants in China.
