摘要
"低保"制度是保障人民群众,尤其是困难群众基本生活的"最后一道防线"。在"银发浪潮"背景下,随着城市化速度加快,城市贫困老人群体数量庞大,其生活保障问题逐步凸显。城市"低保"制度的实行对贫困老人群体极为必要。然而,现行制度陷入准入和退出机制不完善、筹资渠道单一、配套服务不到位、监管制度不完善等困境,未来应从落实"精准扶贫"、创新筹资渠道、完善配套措施、加强制度法制化、打造专业服务队伍、把握制度整合衔接等关节点入手,完善服务体系,提高救助效率。
The minimum livelihood guarantee system is the lastdefense line for the basic livelihood of the people, especially the poverty stricken groups. Under the background of the ＂grey hair wave＂, with the acceleration of urbanization, a large number of impoverished elderly people and their liveli hood security problems have become increasingly prominent. The implementation of the urban mini mum living security system is extremely necessary for the needy elderly population. However, the current system falls into the dilemma of imperfect access and withdrawal mechanisms, single funding channels, inadequate supporting services, and imperfect supervision systems. ]n the future, it is nec essary to start from the joint points of ＂taking targeted measures in poverty alleviation＂, innovating financing channels, perfecting supporting measures, strengthening institutional legalization, building a professional service team, and grasping the integration of institutional integration, to improve the service system and increase the efficiency of relief.
