摘要
相对集中行政审批权改革,开始从全面建设政务服务中心向探索建立行政审批局方面发展,这有利于促进行政审批行为从"割裂"向"协同"转变,行政审批管理从"审管合一"向"审管分离"转变,行政审批资源配置从"离散化"向"集约化"转变。各地具体实践模式也不尽相同,行政审批局模式解决了以往审批制度的种种弊端,起到了积极的作用,但是也暴露出了一些问题。未来行政审批局模式的改革能否全面推进,还有赖于进一步加强顶层设计,以体制机制的创新推动政府职能的转变和优化。
Relatively centralized reform of administrative examination and approval power has begun to develop from building a comprehensive administrative service center to exploring the establishment of an administrative examination and approval bureau, which is conducive to promoting the transformation of administrative examination and approval behavior from ＂separation＂ to ＂coordination＂, the transformation of administrative examination and approval management from ＂integration of examination and management＂ to ＂separation of examination and management＂, and the allocation of administrative examination and approval resources from ＂separation＂ to ＂intensive＂. The specific practice mode is different in different places. The administrative examination and approval Bureau mode has solved all kinds of drawbacks of the previous examination and approval system, but also exposed some problems. Whether the reform of the future administrative examination and approval Bureau model can be carried out in an all-round way depends on Further Strengthening the top-level design and promoting the transformation and optimization of government functions with the innovation of system and mechanism.
