摘要
作为南太平洋地区的重要国家,澳大利亚对中国与太平洋岛国关系的发展能够产生巨大影响,因此需要研究其对中国在这一地区活动的认知与反应。本文通过考察澳大利亚智库、媒体、学者等对中国加强与太平洋岛国关系的评论发现,澳各界意见分歧较大,既有认为中国的行动受到经济利益的驱动,对地区发展有利的声音;也有认为中国具有战略目的,会冲击澳大利亚地区影响力的意见。澳大利亚官方的态度则偏消极,并已经采取了一些具有竞争性的措施。对此,中国应在继续推动与太平洋岛国关系发展的同时,通过加强地区多边机制建设、增进中澳互信等措施,获取澳大利亚的理解与支持。
Since Australia,a country with significant influence in the South Pacific,can significantly influence China's relations with Pacific island countries,it is necessary to examine Australia's perceptions of and responses to Chinese activities in the region.A review of the relevant views expressed by Australian think tanks,media and academics shows that Australia is divided on this.While many analysts believe that the improvement of China's relations with Pacific island countries is mainly due to economic reasons and good for the region,others believe that China's actions have strategic considerations that will undermine Australia's regional influence.The Australian government,which holds a slightly negative view in this regard,has taken some competitive moves as a result.In this context,while continuing to promote its relations with Pacific island countries,China should work to secure Australia's understanding and support by strengthening regional multilateral institutions and enhancing mutual trust between the two sides.
