摘要
高新技术企业是技术、知识、人才密集的经济实体,是创新型国家的重要组成部分,其认定是一个动态过程。2016年1月,国家印发了新修订的《高新技术企业认定管理办法》,认定基础条件从旧办法的"三年一复审,六年一认定"变为新办法的"每三年就重新认定",政策渐趋收紧,而企业获得高新技术企业资格后,在享受高新技术企业优惠政策的同时,也要履行在投入和创新等方面的义务,切实做好高新技术企业资格维护工作。文章从这一角度出发,针对我国电力行业高新技术企业资格维护工作现状及存在的问题,提出策略。
The high-technology enterprise is an economic entity with intensive technology, knowledge and talent. It is an important part for an innovative country, and its identifcation is a dynamic process. In January 2016, China issued a newly revised Method For Identifying And Managing High-Technology Enterprises, which affrms the basic conditions from the old method ‘retrial every three years and identifying every the six year’into a new way of ‘identifying every three years’. Policy is gradually tightened, and after the enterprise obtaining high-technology enterprises qualifcation, it is not once and for all. While enjoying the preferential policies of hightechnology enterprises, it is also necessary to fulfll the obligations in the aspects of investment and innovation, and do a good job in the maintenance of high-technology enterprises. From this point of view, this paper puts forward some strategies, aiming at the status and existing problems of hightechnology enterprises qualifcation maintenance work in our country.
