摘要
为进一步推进和指导黔东南州烤烟专业化烘烤服务工作,根据实际调查数据和近年的实际情况,分析黔东南州烤烟专业化烘烤服务工作推行过程中存在的主要障碍因素。结果表明:烤烟专业化烘烤服务工作推行存在的问题主要是大多数烟农年龄结构偏大、文化层次偏低、自有劳动力可以满足其生产需要,思想保守,对新知识、新技术、新要求接受能力不强;专业化服务费用较高、推广规模小,示范作用不明显,烘烤损失难以鉴定,烟农利益保障度不高。提出了加大职业烟农的培育力度、不断提升专业化烘烤服务队伍技能与素质,建立健全科学合理的烘烤损失鉴定与赔偿机制等对策。
The main obstacles of specialized curing service in implementation process in southeastern Guizhou was analyzed based on the actual investigation data to further promote and guide the specialization of tobacco curing service. Results： The tobacco farmers who were in old structure, less cultural level, their own force meet their own production needs, conservative with low acceptance of new knowledge, new technologies and new requirements and higher cost of specialized services, smaller scale of promotion, the unobvious demonstration effect, the difficultly of curing loss identification, the low protection of tobacco farmers＂ interests were main obstacles of specialized curing service in implementation process. And the corresponding countermeasures such as strengthing the cultivation of professional farmers, improving the skills and quality of specialized curing team, establishing and perfecting scientific and reasonable curing loss identification and compensation mechanism were put forward.
