摘要
创新是引领发展的第一动力,是建设现代化经济体系的战略支撑。建设现代化经济体系,推动质量、效率、动力三大变革,关键要构建以企业为主体、市场为导向、产学研深度融合的新时代技术创新体系,提高全要素生产率、实现高质量发展。深化经济体制改革实质上就是经济领域的体制机制创新,是完善现代化经济体系的制度保障。加快现代化经济体系建设,必须加快完善社会主义市场经济体制,破除各方面的体制机制弊端,以优质的制度供给、服务供给、要素供给和完备的市场体系,增强发展环境的吸引力和竞争力。技术和制度是创新型国家建设的双引擎,在现代化经济体系建设中,必须坚持技术创新和制度创新的双擎驱动,立足于技术创新,积极探索制度创新,实现技术创新与制度创新的协调互动。
Innovation is the first power to guide the development and the strategic support for building modem eco- nomic system. The most important thing for building modem economic system and promoting three reforms of quali- ty, efficiency and impetus is to build new era technology innovation system which regards the enterprise as the main body and is market oriented when the production, study and research are deeply combined with each other, improve the total factor productivity and achieve high quality development. The action of deepening the reform of economic system in fact is the system and mechanism innovation in economic field and the system guarantee for perfecting mod- em economic system. If we want to accelerate the construction of modem economic system, we must accelerate the perfection of socialist market economy system, eliminate the system and mechanism drawback of all aspects and in- crease the attraction and competitiveness of the development environment with high quality system supply, service supply, element supply and perfect market system. Technology and system are double engines for the construction of innovation-type nation. In the construction of modem economic system, we must stick to the double engine drive of technology innovation and system innovation, stand on technology innovation, explore the system innovation actively to achieve the coordination and interaction between technology innovation and system innovation.
