摘要
充足的公共物品供给乃是促进地震灾区乡村重建与振兴的重要前提。当灾区乡村无法通过政府及时获得所需公共物品时,集体供给便成为了一种有效的解决办法。文章基于汶川灾区都江堰D镇的调查数据,探讨了社会资本与乡村灾后重建过程中公共物品集体供给的关系。研究结果显示,地震灾区乡村的公共物品可分为"软"性公共物品与"硬"性公共物品,且受社会资本的显著影响。其中,信任对"硬"公共物品集体供给与"软"公共物品集体供给均具有显著的正向影响;社会支持对"硬"公共物品集体供给施加着显著的正向影响;社区归属感和参与则对"软"公共物品集体供给具有积极影响。这一研究结果表明,乡村内部的活力有利于灾后乡村的重建与发展。因此,在乡村振兴战略实施进程中,须高度重视作为乡村内生发展动力的社会资本的培育。
The supplement of sufficient public goods are sent to the earthquake disaster area becomes a prerequisite of rural vitalization to rebuild this place. While the disaster villages can not get support at once from the governments, the collective supply can be an alternative to solve problems. This paper discusses the influencing factors of public goods supply in the Wenchuan earthquake rural area with social capital perspective. The results showed that social capital positively affects the public goods supply in disaster rural area. Specifically, trust between the people in the community has positive impact on the supply of “hard” public goods and “soft” public goods, social supports between the people in the community can increase the “hard” public goods supply, the sense of belonging of the community and getting involved in the community can increase the “soft” public goods supply. According to the results , this paper suggests that social capital is important to the public goods supply in disaster rural area, rebuilding the social capital of community should be one of the targets to recover from the earthquake and it can promote the self-improve energy of the community.
