摘要
我国西部地区高等教育发展相对落后,"一带一路"倡议为西部高等教育从"末梢"走向"前沿"提供了发展契机。通过对西部12省(区、市)与"一带一路"沿线国家高等教育交流与合作的深入考察,围绕学生层面、学校与学科层面、地区层面、国家层面的合作机遇与挑战等展开讨论。研究发现,第一,西部地区设立了"一带一路"沿线国家专项奖学金项目,留学生规模持续扩大,中外合作办学以本科学历层次为主,西部与沿线高校在世界大学及学科排名中的表现相似,国家制定了一系列推动"一带一路"沿线国家来华留学事业发展的政策。第二,西部地区的留学生规模存在省(区、市)差异,中外合作办学力度较弱,西部与沿线高校难以入围现有的世界大学及学科排行榜。本研究认为西部地区应进一步推进与沿线地区的高等教育合作,共同致力于建立专门的"一带一路"研究区和"一带一路"沿线国家大学及学科排行榜。
The western region is weak in the development of China＇s higher education. ＂The Belt and Road＂initiative provides an opportunity for the development of western higher education from ＂the end＂to ＂the front＂. Through an in-depth investigation of the exchange and cooperation of higher education between the 12 western provinces（ autonomous regions and municipalities） and the countries along ＂the Belt and Road＂,discussions were held on the opportunities and challenges of cooperation at the level of student,the school and discipline,the regional,and the national. The study found that,firstly,the western region has set up special scholarship programs for the countries along ＂the Belt and Road＂,the scale of overseas students having being expanded,the Chinese-foreign cooperation in running schools being mainly at the bachelor degree level,the performance of the ranking of universities and disciplines in the world between the western region and the countries along ＂the Belt and Road＂being similar,and China having formulated a series of policies to promote the development of overseas study in the countries along ＂the Belt and Road＂; secondly,there are provinces（ autonomous regions and municipalities） differences in the scale of overseas students in the western region,the strength of Chinese-foreign cooperation in running schools being relatively weak,and it is difficult for universities in the western region and along ＂the Belt and Road＂to be ranked in the list of world universities and disciplines. The study suggests that the western region should further promote the cooperation of higher education with the countries along ＂the Belt and Road＂and work together to promote the construction of ＂the Belt and Road＂research corridor and the university and subject rankings of the countries along ＂the Belt and Road＂.
