摘要
改革开放40年来,我国残疾人社会保障制度取得了历史性进展。在制度理念上,由人道主义转变为权利本位,政府在残疾人人权保障中的责任日益凸显;在制度目标上,从基本的生存救济到社会保险的逐步健全,再到全面的公共服务与福利水平的提升,残疾人社会保障的公平性和可持续性更加明显;在制度体系上,从缺失、分立到逐步完善、整合,构建起重视家庭综合保障、普惠与特惠相结合、城乡统筹发展的残疾人社会保障制度框架;在制度实施上,由单一的政府统揽到政社多元合作,形成了政府主导、社会化运作、权责清晰的工作机制。
In the past 40 years since the reform and opening up, China has made a historic progress in the social security system for persons with disabilities. The concept of the system updated from humanitarianism to rights-oriented, the government＇s responsibility in the protection of human rights of persons with disabilities is increasingly prominent; The goals of the system transformed from the basic survival relief to the gradual improvement of social insurance, and then to the comprehensive public service and welfare progress, and the fairness and sustainability of social security for the disabled are becoming increasingly evident; The legal system changed from shortage and separation to the gradual improvement and integration, we build a framework of social security system for people with disabilities which attach importance to family oriented comprehensive supporl, combine universal institution with preferential and balance urban and rural development; The implementation of the system has been conduded from a single government to plural cooperation of government and society, the working mechanism of government-dominated and socialized operation will make clear each other＇s responsibility.
