摘要
经济与社会权利是公民享有的一类重要权利,也是我国政府重点发展和保障的一类权利。新中国成立以来,我国政府坚持经济与社会权利优先发展的人权发展路径和同社会发展相适应的基本原则,推行经济与社会权利的均衡化发展和普惠化发展,强化政府以西部大开发和财政转移支付为主要履行义务方式的积极行动,逐步走上了一条具有中国特色的人权发展道路。梳理这条与西方社会明显有别的人权发展道路,总结其历史演进中的"中国选择""中国特征"和"中国方案",对于全面认识中国特色人权发展道路具有重要意义。
Economic and social rights are a kind of important rights enjoyed by citizens,and they are also a kind of rights on which the Chinese government focuses their development and protection.Since the founding of New China,the Chinese government has adhered to the human rights development path attaching priority to develop the economic and social rights,adhered to the basic principles that economic and social rights are compatible with the social development,promoted the balanced and inclusive development of economic and social rights,strengthened the active actions by taking the development of the western region and fiscal transfer payments as the main way of fulfilling obligations,and gradually embarked on a path of economic and social rights development with Chinese characteristics.For this human rights development path that is clearly different from that in the Western society,it is of great significance to comprehensively understand the development path of human rights with Chinese characteristics by combing and summarizing the"China’s choice","Chinese characteristics"and"China’s program"in this evolution.
