摘要
高校图书馆图书采购实行公开招标,规范了采购程序,提高了资金使用效益,但也存在采购流程长、部分地区地方保护严重、市场恶意竞争、图书馆主导权受限等问题。基于此提出从调整采购流程、创建良性竞争环境、优化评标小组、选取合理的招标方式和评标方法等方面提高高校图书馆图书采购效率和质量。
Adopting open bidding for book acquisition of acadeic libraries makes acquisition procedures more normative and improve the efficiency of fund utilization. There are some problems, such as the too long purchasing process, serious local protection, mali- cious competition, and limited predominance for academic libraries. Based on this, this paper proposes some feasible measures to im- prove the efficiency and quality of book bidding, from adjusting bidding procedures, creating better competition environments, build- ing up a better evaluation team, and drafting a more appropriate bidding system.
