摘要
文章基于1997-2016年中国省级面板数据,通过方差分解,有效识别与度量不同等级人力资本对中国区域收入差距的贡献率。结果表明,初级教育人力资本积累加剧了区域收入差距,但其贡献率大小存在区域异质性,对区域间收入差距扩大的平均贡献率为11.9%,而高等教育人力资本对区域间收入差距缩小的贡献率为7.54%。因此,从人力资本角度出发,为缩小中国区域间收入差距,一方面中西部地区要更加重视基础教育工作,提升初级人力资本的积累水平,另一方面要继续加大对高等教育的投入,促进高级人力资本的形成与积累,从而增强区域经济发展动力、缓解区域间收入差距。
Based on the provincial-panel data of China from 1997 to 2016,the contribution rate of different levels of human capital to China's regional income gap is effectively identified and measured by the variance decomposition. The results show that the accumulation of human capital in primary education exacerbates the regional income gap,but there is the regional heterogeneity in its contribution rate,and the average contribution rate to the regional income gap is 11. 9%,whereas the contribution rate of higher education human capital to the reduction of inter regional income gap is 7. 54%. Therefore,from the perspective of human capital,in order to narrow the regional income gap in China,the central and western regions,on the one hand,should pay more attention to the basic education work and enhance the accumulation of primary human capital,on the other hand,should continue to increase input in higher education and promote the formation and accumulation of advanced human capital,thereby enhancing the regional economic development momentum and easing the regional income gap.
