摘要
在分析河南省科技创新政策实施效果的基础上,提取了9个影响政策实施效果的因素。采用ISM法构建河南省科技创新政策实施效果影响因素的解释结构模型,分析9个因素的层次结构关系及相互间的影响,以此发现影响政策实施效果的直接因素、间接因素和根本因素。基于此,提出河南省实施科技创新政策的建议。
On the basis of analyzing the implementation effect of science and technology innovation policies in Henan Province,9 influence factors on the implementation effect of policies are extracted.The interpretation structural model of the influencing factors is constructed,and the relationship between the hierarchical structure of 9 factors and the influence of each other is analyzed,then to find the direct,indirect and fundamental factors that affect the implementation effect of policies.Based on this,put forward the suggestion of implementing science and technology innovation policies in Henan Province.
