摘要
长期分立的城乡二元制造成社会分配不公、利益分化,阻碍了城乡公共服务一体化的实现。当前城乡公共服务一体化建设面临的困境是双二元制历史缺陷带来的结构化矛盾,公共财政投入有限,且公共服务需求表达路径不完善等。相关部门应积极引导社会化力量构建多元化供给主体,优化公共服务需求表达路径,合理制定发展目标,规范公共财政体制改革,创新公共服务供给模式。
The divided urban and rural areas are divided into social distribution and profit differentiation, which hinder the realization of the integration of urban and rural public services. The dilemma of the integration of urban and rural public service is the historicaldefect of dual system, the public financial input is limited, there is structural imbalance, and the demand expression path is not perfect.The government should guide social forces to form diversification of supply, express route optimization of the public service demand, setreasonable development goals, reform the norms of public finance system, innovate the public service supply mode, and consummate the evaluation system of the basic public services.
