摘要
目前,上海基层社区自治各类制度的内在匹配度有所不足,不同制度的功能分工与合作格局尚未形成,需要以"一体化"为目标,对各类制度进行整合,明确各自的性质定位和功能职责,厘清不同制度之间的关系,构建完整统一、相辅相成的"一体化"居民自治制度体系。
At present,the inner matching degree of the autonomy of the grass-roots community in Shanghai is insufficient,the functional division and cooperation pattern of different systems have not yet formed,clarify their respective nature positioning and functional responsibilities,clarify the relationship between different systems,and build a complete,unified and complementary＂integrated＂autonomous system.
