摘要
研究目的:研究城乡融合视野下全域土地整治的动力机制,构建全域土地整治规划框架,推动土地整治向全域土地整治方向转型及发展,通过土地整治促进城乡二元结构的消除,促进城乡融合发展。研究方法:文献研究法,比较分析法。研究结果:在中国经济社会发展到现有阶段,全域土地整治的动力机制和规划框架是为实现城乡融合发展土地整治转型的可以探索实践的有效模式和方向。通过土地整治实现区域的资源最优化配置和空间布局,实现区域环境改善的硬性改变与人的权利的软性改变,提出全域土地整治的规划框架,探讨全域土地整治实现人地关系协调的诉求和整治目标的理论可行性。
Research objectives： To study the driving mechanism covering the whole county jurisdiction of land consolidation under the vision of urban and rural integration, build the planning framework covering the whole county jurisdiction of land consolidation, promote the transformation and development of land consolidation towards the whole county, facilitate the development of urban and rural integration by eliminating the urban-rural dual structure through land consolidation. Research methods： Literature research method, comparative analysis method. Research results： During China＇s economic and social development to the existing phase, the driving mechanism and planning framework covering the whole county jurisdiction of land consolidation are an effective mode and direction that may be explored and practiced to realize the urban-rural integration development and transformation of land consolidation. By land reclamation area resources optimization configuration and spatial layout, realize the regional environmental improvement and the changing rights of people, put forward the planning framework covering the whole county jurisdiction of land consolidation and discuss the theoretical feasibility of the whole county jurisdiction of land consolidation realizing the appeal of coordination of relations between the person and the earth and the renovation goal.
