摘要
目的了解四川省健康教育机构基本情况和业务开展情况,为全省健康教育能力建设提供科学依据。方法利用《健康教育所(中心)基本情况调查表》、《健康教育情况调查表》和《基层健康教育服务季报表》,对省、市州、县区、乡镇各级健康教育机构的概况、人力资源、能力建设、健康教育服务情况进行现状调查并进行描述分析。结果共收到1份省级、21份市级和139份县级共161份健康教育机构报表,全省161家县级以上健康教育机构中,44家独立健康教育机构(27.3%),117家非独立健康教育机构(72.7%)。健康教育机构人员男性214人、女性293人,男女性别比为1∶1.4,人员平均年龄为(39.45±1.47)岁;各级健康教育机构的年龄、学历、职称及专业构成比不同,差异有统计学意义(Fisher确切概率法统计值均大于100,P值均小于0.05)。全省共合作140个项目,发表文章198篇。健康教育专项经费总额8 280.5万元,以社会团体和企业来源经费为主(77.3%)。各级健康教育机构办公设备共543台,构成比差异有统计学意义(Fisher确切概率法统计值为101.3,P<0.05)。健康教育机构业务开展形式多样、内容丰富,并进行了大量健康教育指导,发放健康教育宣传资料,同时与媒体合作,利用数字媒体对公众进行健康教育。结论四川省健康教育机构管理体制存在问题,人员学历、职称偏低,财政和项目经费投入不足。因此,调整管理体制、优化人员结构和增加财政和项目经费十分重要。
Objective To understand the basic present situation and the professional work condition of health education institutions in Sichuan province in 2015. To provide the scientific basis to improve the ability on the health education. Methods By using ＂Health Education Institution（ Center） Basic Situation Questionnaire＂,＂Health Education Situation Questionnaire＂ and ＂ Primary Health Education Services Quarterly Report＂,we investigated and analyzed the general situation,human resources,capacity building and situation of health education of institutions in all levels. Results We＇ve got 161 reports from health education institutions,there was one report was from province level institution,and 21 reports were from city level and 139 reports were from county level. There were 161 health education institutions, including 44 independent health education institutions（ 27. 3%） and 117 non independent health education institutions（ 72. 7%）. There were 214 male and 293 female were working in the health education institutions,the sex ratio was 1∶ 1. 4. The average age of the staff was（ 39. 45 ± 1. 47） years old. The constituent ratio of age,education,and professional titles of different health education institutions was statistically significant. There were 140 cooperated projects and 198 published articles. The total amount of special funds for health education was 82 million 805 thousand yuan,mainly from the social organizations and enterprises,accounting for 77. 3%. And there were 543 sets of office facilities in the health education institutions at all level,with a statistically significant difference. The forms of service were various and the contents were rich. And they also guided plenty work of the health education and distributed a lot of health education materials. Besides,they cooperated with the media,and carried out health education service for the public by digital media.
