摘要
农业高效节水技术的采用与农田水利建设为突破水资源短缺的瓶颈提供了新的发展路径。2014年新疆昌吉州在开展两轮土地承包的基础上进行水价改革与水权交易工作试点。水权的确立与水权交易制度的建设为农业用水向工业用水、生活用水以及生态用水转换创造了可能性,促进了水资源的合理配置以及用水结构的优化,在保障农牧民用水权益的基础上推进了水权水价改革。高效节水是农业发展的有益途径,当前水权交易工作仍然处于试点阶段,关于其交易机制以及运行管理模式的研究较为缺乏,理论层次较为薄弱,未来亟需从交易制度和价格机制体制上进行完善,促进农业用水水权交易工作开展。
The adoption of agricultural high-efficiency water-saving technology and farmland water conservancy construction provide a new development path for breaking through the bottleneck of water shortage. In 2014, Changji prefecture of Xinjiang conducted pilot projects on water price reform and water right trading on the basis of two rounds of land contracting. The establishment of water right and the construction of water right trading system provided possibilities for the conversion of agricultural water to industrial water, domestic water and ecological water, and promoted the rational allocation of water resources and the optimization of water use structure, and also pursued the reform of water right and water price on the basis for safeguarding water right and interests of farmers and herdsmen. Efficient water saving is the beneficial way for agricultural development. At present, the water right trading work was still in the pilot stage with some problems, such as lack of researches on its trading mechanism and operation management mode,weak theoretical level and so on. In the future, it would be urgent to improve the trading system and price mechanism system to promote the progress of agricultural water rights trading.
