摘要
美国退役军人事务部是为退役军人及其家属提供服务的内阁部门,为退役军人的再社会化提供了积极的支撑。本论文对美国退役军人事务管理的历史沿革、服务内容、体系结构、财务机制、内部运营等展开研究,认为美国退役军人事务管理在理念上不断转向发展型保障,但有很强的福利特质;治理模式上以扁平治理为主,层级治理为辅;安置方式和地点相对自由,但退役军人的就业优先权得到充分保障。同时,退役军人事务部主导、国防部参与、社会协同的治理结构为退役军人事务的有效开展提供了重要支撑。通过对美国退役军人管理保障职能的分析,期望能为我国当前退役军人的管理保障职能建设提供启示和借鉴。
The United States Department of Veterans Affairs is a cabinet department providing services for veteran and their families, providing positive support for the resocialization of veteran. In this article, the history, service content, system structure, financial mechanism and internal operation of American veterans' affairs management are studied. It is believed that the United States Veterans Affairs Management has been changing to the development guarantee in concept, but it has very strong welfare characteristics. The way and place of settlement are relatively free to choose, but the priority of employment for veteran is fully guaranteed. At the same time, the management structure led by the Department of Veterans Affairs, the Ministry of Defense and the social organizations provide important support for the effective development of Veterans Affairs. Through the analysis of the management and protection function of the veteran in the United States, we hope to provide inspiration and reference for the construction of the management guarantee functions of the veterans in China.
