摘要
警察公共关系是警察及其公众之间"关系"的管理,这种管理以传播为手段,以促成警察—公众之间的合作为目标。"公共性"是警察公关的本质属性,即警察公关是警察与公众以公共价值为共同诉求,在公共领域以公开的传播手段彼此建构交往互动关系。警察—公众关系建立在"关系理性"基础之上,是警察与公众在冲突中寻求合作的情感关系,是社会性、流动性的关系,是在传播过程中建构的具有主体间性的平等关系,是一种需要进行管理的关系。警察公关的主要职能是辅助决策、传播管理、形象管理、危机管理和合作管理。
Police public relation which is the management of "relationship" between the police and public, the management goal is applied to promote cooperation between the police and public by means of communication. The "publicity" is the essential attribute of police public relation, that means the public value is a common aspiration between the police and public, and establish interactive relationship with each other in the public domain by means of public communication. The relationship between the police and public is based on "relational rationality", that is an emotional relationship between the police and public to seek cooperation in conflict, the character of this relationship is sociality and fluidity, and meanwhile it is an equal relationship with construction of intersubjectivity in the process of communication that needs to be managed. The main functions of police public relation include assistant decision-making, communication management, image management, crisis management and cooperative management.
