摘要
文章提出了中国资源型产业低碳转型机理的理论假说,运用改进的STIRPAT模型和两阶段系统广义矩估计方法,实证检验了中国资源型产业低碳转型的主要影响因素,结果显示：（1）资源型产业经济增长和产业人口规模增加通过规模增长效应对资源型产业低碳转型带来显著抑制作用;（2）技术进步因素主要通过提高能源效率能有效控制和降低资源型产业碳排放,进而对资源型产业低碳转型起驱动作用;（3）产业内部结构变化对资源型产业低碳转型具有正向驱动作用;（4）低碳规制能有效发挥能源效率和产业内部结构对资源型产业低碳转型的驱动作用,同时有效降低能源消费结构对资源型产业低碳转型的抑制作用;（5）资源型产业低碳转型是一个动态累积的过程,应当保持政策的延续性,最大限度实现低碳规制的正向促进作用。
This paper puts forward a theoretical hypothesis of low carbon transition mechanism of Chinese resource-based industries, by using the method of generalized moment estimation of the improved STIRPAT model and two stage system, and examines the main influence factors. China resource-based industrial low carbon transformation results showed that：（1） Economic growth of resource-based industries and industry working population size increased by size the growth effect of resource-based industrial low carbon transformation caused significant inhibition;（2） The main factors of technological progress by improving energy efficiency can effectively control and reduce the resource-based industrial carbon emissions, and the driving factors of resource-based industrial low carbon transformation;（3） Changes in the internal structure of the industry of Resource-based industries with low carbon transition positive driving effect;（4） Low carbon regulation can effectively enhance the driving effect of energy efficiency and industrial structure of industrial low carbon transformation of resources, and effectively reduce the production energy consumption structure of industrial low carbon transformation of the resource type of suppressing;（5） Low carbon transformation of resource-based industries is a dynamic cumulative process, so it should maintain the continuity of policy, maximize the positive role of low-carbon regulation.
