摘要
该文探讨了公立医院产权制度改革的效用和存在问题,并提出应对策略,认为产权制度的改革虽然不是解决公立医院发展问题的决定性因素,但是可以在特定的时机和条件下,以外力改变医院的发展困境,起到杠杆的作用。因此要认识改革的一般性和特殊性,坚持分类改革的原则,明确公立医院改制的主要方向,注重投资人和管理者的遴选机制、院长的考核与激励机制、以及医院文化建设,多方合力推动改制医院走向良性运行的轨道,更好发挥其社会效益。
It discussed the effectiveness and existing problems of property rights reform in public hospital in this thesis, and proposed countermeasures. On the whole, although the property rights reform is not a decisive factor in solving all the challenges in public hospitals, it can leverage the external forces to promote the change for the hospitals in difficulties. Therefore, we should fully aware the generality and particularity of reforms, adhere to the principle of categorized reforms, clarify the main directions of the hospitals after reform, pay attention to the selection and assessment of investors and managers, assessment and incentive mechanism of president, and improve the particular hospital culture. Such endeavor ,will promote the healthy development of the hospitals after reform and give better play to their social benefits.
