摘要
针对公立医院目前运行中普遍存在的体制不畅、机制不活、管理薄弱等问题,以医改政策为指针进行了深入讨论,进而提出了公立医院回归公益性的运行模式、体制、机制及着眼点,对公立医院回归公益性、实现科学发展提供参考。
On account of prevalence of issues in the operation of public hospitals,such as dull system,inflexible mechanism and weak management,which are thoroughly researched with the policy of medical reform as guideline,the article revealed the solutions to the present problems,and also defined the operational mode,system,mechanism and viewpoint for public hospitals to return to public benefits.Meanwhile,it supplies high-quality references for achieving scientific development,as well.
