摘要
精准扶贫并不单纯是资源输入问题,扶贫资源在农村贫困地区的输入触发了国家和乡土之间关于分配原则的冲突,精准扶贫所体现的差异性分配原则与农村同一性分配原则之间的矛盾被展现出来,出现了资源反哺背景下新的治理困境。为此,基层在精准扶贫过程中创设"村民评议"制度。通过熟人互评、程序仪式、道义性协商等方式建构了资源分配的正当性基础,实现精准扶贫政策目标的同时实现了农村分配治理的基层秩序。
Targeted poverty alleviation is not simply a matter of resource input. In fact, the input of poverty reduction resources in poor rural areas has triggered disagreement between the state and the localities on the principle of resource distribution, which manifest as a contradiction between the principle of differential allocation embodied in targeted poverty alleviation and the principle of identical allocation held by the local communities in rural areas, hence a new dilemma of governance in the context of reverse feeding of resources. In order to solve the problems, the primary-level organization introduced a system of ＂deliberation by fellow villagers＂ in the process of targeted poverty alleviation. Hence, a groundwork for justifiable resource allocation is established through various means, including peer review among fellow villagers, procedures and ceremonies, discussions, so as to meet the goal of targeted poverty reduction policies and establish an order of primary-level governance over resource allocation in the village. This research, through a case study of the approach of ＂deliberation by fellow villagers＂adopted by G village in the west of Hunan Province, intends to explore the ＂allocation governance＂ model embodied in the deliberation, find out the governance mechanism, and accordingly puts forward some suggestions concerning participation, interaction, and openness in the governance, in the hope of offering some reference for modernizing primary-level governance.
