摘要
党的十八大以来,民办教育的制度不断创新。以新修订的《民办教育促进法》颁布为里程碑,从中央到地方一系列民办教育的法律法规和政策文件相继颁行,构筑了全方位、立体化的民办教育改革发展新制度体系。其政策着力点体现在加强党建、总体设计、分类管理、规范监管、提高质量五个方面,旨在深化管理体制和办学机制改革,优化民办教育发展的制度环境。新时代民办教育的改革发展,应该全面加强民办学校党的建设,强化党的领导;引导民办教育坚持育人为本、公益为先;强化地方政府责任,稳妥推进分类管理;健全综合监管机制,促进民办教育规范发展;坚持特色优质发展,不断提高办学质量。
Since the 18 th National Congress of Communist Party of China,the system of private education has beenconstantly innovated. Taking the new ＂Private Education Promotion Law＂ as a milestone,a series of laws and policydocuments on private education from the central government to the local governments have been enacted in succession,which establishes a new system of private education from the central government to local governments. The new systemfocuses on five aspects： strengthening party building, overall design, classification management, standardizingsupervision,and improving quality. It aims to deepen the reform of the management system and the school-runningmechanism,and optimize the institutional environment for the development of private education. In the reform anddevelopment of private education in the new era,we should comprehensively strengthen leadership of the party in privateschools;we should guide private education to adhere to the principle of educating people and the public Interest;weshould strengthen local governments＇ responsibility,steadily promote classified management;we should improve thecomprehensive supervision mechanism and guide normative development of private education;we should insist on thedevelopment of characteristics and quality,and guide private schools to improve the education quality.
