摘要
土地整理是实现我国土地资源合理配置,提高土地利用效率的重要举措.但作为区域整治活动,土地整理过程中不可避免地直接或间接地对其区域生态环境产生正面或负面的影响.为了尽量减少土地整理的负面影响,积极的生态补偿做法是必要的.以西安市蓝田县某村落土地整理项目为例,研究了生态补偿措施和生态效应.结果表明:在渠道设计中,需要考虑耕层保护,边坡平台建设等问题.以石头为原料的渠道、灌渠和排水渠道,由于其采用了泥石碴路的方法,道路和渠道可以显著减少土地整理过程中的负面生态效应.因此,结合DEA算法能够较好的对绿色农业生态补偿绩效进行评价分析,增加了DEA算法对管理现实世界问题的贡献.
Land consolidation is an important measure to realize the reasonable disposition of land resource and enhance the land utilization efficiency in China. But as a regional reconstructive activity, positive or negative impacts on regional ecological environment will inevitably form directly or indirectly during the consolidation process. To minimize the negative impact of land consolidation, positive practices for ecological compensation are necessary. Taken the land consolidation project in a village of Lantian County in Xian City as case, the ecological compensation measures and ecological effect is studied in this paper. The results show that compensation practices, such as protecting the arable layer and building slope terrace, are required to be considered in channel design. Taking stone as the raw material for channels, irrigation channel and drainage channel separately in channel design, adopting the mud-gravel road, and building culvert in the intersections of roads and channels can significantly reduce the negative ecological effect in the processes of land consolidation. So, combining with DEA algorithm could better evaluate the performance of green agricultural ecological compensation, increasing DEA's contribution to the management of real-world problems.
