摘要
在过去的二三十年,工业化和信息化的来临加剧了社会的复杂性和社会矛盾的棘手性,也使公民主体及其诉求日益多元化,亟待一种新的公共行政模式适应政治、经济和社会环境的变化。治理以此为契机在世界范围内兴起,推动了政府改革和公民参与,促使政府逐渐放权和赋权,逐渐退出那些不擅长的领域。学者们从管理主义、行政改革等方面讨论了治理兴起的动因。可以说,治理的出现不仅局限于上述几个原因,而是在某种程度上回应哈贝马斯＂合法性危机＂的问题。随着社会的发展,公民对政府在原有的合法性基础上,又有了新的合法性诉求,包括绩效合法性、参与性合法性、回应性合法性、依法行政合法性等。本文在分析和厘清后工业化社会出现的合法性危机后,指出社会共治范式的兴起是对这种多元主体合法性诉求的回应,多元主体通过参与、协商、赋权等治理工具来解决其诉求的整合路径。
In the past two or three decades,the advent of industrialization and informatization has escalated the complexity of the society and intractability of social conflicts. It has also driven the citizen subjects and their appeals to become increasingly diversified. A new public administrative model is urgently needed so as to adapt to the changes in political,economic and social environment. Taking this opportunity,governance has risen worldwide,promoting government reforms and citizen participation,and propelling governments to gradually delegate powers and withdraw from those fields that they are not good at. Scholars have discussed the causes of the rise of governance from several angles： managerialism,rise of civil society,administrative reform,etc. It suffices to say that the emergence of governance is not merelycaused by the above reasons; instead,it is somewhat a response to the legitimacy crisis issue of Habermas. With social development,citizens develop new legitimacy appeals for the government on the basis of the original legitimacy,including performance legitimacy,participation legitimacy,responsiveness legitimacy,and legitimacy of law-based administration of government. After analyzing and distinguishing the legitimacy crises arising in the post-industrialization society,the paper pointed out the emergence of social multi-governance paradigm is a response to the legitimacy appeal of diversified subjects. The diversified subjects use such governance tools as participation,negotiation,and empowerment to solve the integration path of the appeals of diversified subjects.
