摘要
借鉴境内外自由贸易港的发展经验,结合海南省金融机构少、种类不丰富等金融环境的实际情况,对建设海南自由贸易港的金融环境进行分析,提出创新管理机制、建立区域资本流动的宽松环境,从促进本地金融机构多元化、融资渠道多样化着手,以先进的金融服务手段促进金融工具和金融业务创新,建设智能化电子信息系统实现实时监控,依托大数据、智能监控等信息技术,利用智能化电子信息系统对自由贸易港的贸易、金融活动实施有效监控,防范洗钱等潜在金融风险。实现自由贸易港内货物、人员、资金的高度自由流动,打造高水平的特殊经济功能区,推动中国特色海南自由贸易港的顺利建成。
Along with the experience of the other free trade ports at home and abroad as well as the real financial situations of less financial institutions and varieties in Hainan,the paper analyses the financial environment for establishing Hainan free trade port,which suggests to innovate management mechanism and create a permissive environment for regional capital flow. Furthermore,it is recommended to promote the pluralism of local financial institutions and the diversification of financing channels,while innovating financial instruments and businesses with the advanced means of financial services. Intelligent electronic systems of information are expected to be built for real time monitoring,which,along with such information technologies as big data and intelligent monitoring,will effectively monitor the trade and financial activities in the free trade port while preventing money laundering and other potential financial risks. All these will ensure the realization of high freedom of goods,personnel and funds in the free trade port,creating a special economic function area with the high level while promoting the smooth construction of Hainan free trade port with Chinese characteristics.
