摘要
目的构建和筛选我国以卫生行政管理部门为评价主体的区域人口健康信息化评价指标。方法采用评价框架理论构建与德尔菲专家咨询法。结果筛选出了我国区域人口健康信息化评价指标,初步构建了评价体系,其中6个一级指标,16个二级指标和33个三级指标。指标涉及信息资源建设,信息化基础设施建设,信息技术应用,信息化建设筹资,信息化人才及信息政策、法规与标准等方面。结论两轮专家咨询后,人口健康信息化评价指标选择方面意见趋于一致,27个指标重要性得分大于满分的80%,部分指标存在争议,需要通过进一步实证研究加以验证。
Objective To build and optimize the indicators to evaluate the development of healthcare informatization for public administration. Methods The theoretical framework construct and Delphi method were employed. Result The main evaluation indicators of healthcare informatization development were established and optimized, containing 6 first grade indicators, 16 second grade indicators and 33 third grade indicators. Indicators covered information resource construction, information technology infrastructure, information technology applications, information technology financing, information technology professionals and information policies, regulations and standards. Conclusion The selections of evaluation indicators tend to be consistent after two round of experts consultation. 27 indicators＇ scores were greater than 80% of full score. Nonetheless, there were disputations for several indicators, which will be tested and justified by further empirical research.
