摘要
绿色是党的十八届五中全会提出的五大发展理念之一。生态环境的公共属性以及绿色发展的本质要求都与政府公共性高度契合。目前,地方政府的生态公共性仍有所缺失,具体体现在片面追求经济发展指标、生态环境群体性事件频发、生态治理的滞后性和不协调性等方面。新时期,地方政府应从机构机制改革、府际关系协调、治理体系创新等方面着手,牢固树立绿色发展理念,真正担负起为全民创造优美生活环境的历史责任。
Green is one of the Five Development Ideas,which was proposed by the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China,in order to solve the problem of harmonious coexistence between human and nature.The public property of the ecological environment and the essential requirement of green development are highly fit with the government publicity.The one-sided pursuit of economic development indicators, the emergent group events cause of ecological environment,the lag and non-coordination of ecological management both of the absence of the local government publicity,its root lies in expansion,reduction and alienation of the local government publicity.The ecosystem management in the New Era should firmly establish the development idea of green;the central government should reform the organization and mechanism of ecological governance,coordinate the relations of central and local government,mechanism,and innovate the integrated system of ecological governance.
