摘要
加快汉江生态经济带绿色发展已成为国家和中部地区的重大区域发展战略。本文根据改进的熵值法,构建汉江生态经济带主要城市绿色发展水平评价指标体系,从增长质量、环境治理、资源利用、绿色生活等方面对"十二五"期间汉江生态经济带绿色发展水平进行系统测度。研究结果显示:汉江生态经济带主要城市绿色发展水平呈平稳上升态势,在空间分布上表现出"核心-边缘"的特点,襄阳综合绿色发展水平领先汉江生态经济带其他城市,已成为汉江生态经济带绿色发展核心城市。汉江生态经济带主要城市始终将保持经济质量稳步增长作为衡量绿色发展成败的重要指标,环境治理水平是汉江生态经济带绿色发展最有力的促进因素。提升汉江生态经济带主要城市绿色发展水平,必须按照主体功能区定位推动差异化发展,完善生态环境联防联控机制,促进产业绿色发展。
It is an important regional strategy for the country and the main region that speeding up the green development of the HREEB. This paper makes an overall evaluation of the HREEB's green development's performance during the 12 th Five-Year Plan,by building evaluation index system and using the advanced entropy evaluation method in four dimensions, namely growth quality, environmental governance, resource utilization and green life. The results suggest: the level of its green development presents a steady-rising trend, it shows the characteristic of the core-periphery structure on the spatial fractal distribution. The level of Xiangyang's green development is ahead of other cities in HREEB, it becomes the core urban of green development in HREEB. Economic growth quality is a key indicator to the success or failure of green development for the HREEB. The level of the environmental governance is a stimulus for the HREEB's green development. To make the performance of the HREEB's green development better, we must propel the diversified development of regions actively according to the main functional regions, strengthen the cooperation of the control and prevention on the environmental pollution and fulfill green ecological mechanism positively, and make the industries green development.
