摘要
绿色发展是经济社会发展到一定阶段的必然选择,事关中国改革和发展的大局。绿色发展的范畴相当丰富,正确理解绿色发展的内涵是贯彻党中央决定和做好相关建设的前提。"十二五"时期中国绿色发展相关指标完成情况总体理想,各类重点工程进展良好,一系列举措和行动方案得以落实,但体现在绿色协调能力建设上相对较弱。"十三五"规划中绿色发展是重中之重,中国要实现绿色发展的新突破,面临生态资源环境容量的硬约束、技术制度创新滞缓的软约束,以及绿色产业需要加强扶持与保护、环境管理体制能力亟待优化与强化、绿色消费理念有待普及等难点。"十三五"时期中国绿色发展的路径选择基于的是制度、创新和全民的参与,其中,建立健全绿色发展的制度体系,是实现绿色发展和推进美丽中国建设的根本保障;加强科技创新,将创新作为战略基点,引领、支撑绿色发展是关键;动员大众,全民参与,形成合力是基础。
The Green development,which is the inevitable choice when the economy and society developed to a certain period,is matter to the Chinese reform and development situation.To correctly undrstanding the plentiful content is the prerequisite of implementing the centre decision and finishing the relative tasks.The fulfillment of the twelfth ＂Five-Year Plan＂ targets is wholly acceptable,all kinds of important programs were on good progress,a series of measures and action plans were put into practice,but the coordinated ability construction of ＂Green Development＂ made less progress.The Green Development is the top priority in the thirteenth ＂Five-Year Plan＂,but Chinese government face many difficulites to make a great progress in green development,such as the hard restrictions of the ecological resources enviroment capability,the soft restriction of slow-down of new technologies innovation,the support and protection of the Green industries,the optimizition and strengthen of environmental management system capacity,and the popularization of green consumption concept.The institution,innovation and people actively participation are the path choice of the construction of green development of thirteenth ＂Five-Year-Plan＂.In order to realize the green development and boost Beauty China construction,the fundamental guarantee is to establish and perfect the institutional system of green development,the key is to strength scientific and technological innovation and regard innovation as the strategic basis point and guide and support green development,the basis is to mobilize people and all people’s participation.
