摘要
十八大以来,精准扶贫被提升至战略地位,而精英俘获是导致项目扶贫无效的重要原因。其中,以农村视角的研究已屡见不鲜。在"四到县"的背景下,县级权力被不断扩大,县级层面的精英俘获现象常常导致项目的溢出效应甚微。以A省B县扶贫项目库案例为例,以县级层面作为全新分析视角,分析县级层面扶贫项目精英俘获现象产生的机理,并提出相关政策建议,以克服扶贫资源分配中的精英俘获困境。弥补了我国精英俘获在县域层面上的研究不足。对我国精准扶贫和乡村振兴战略实施有较大借鉴意义。
Since the 18th National Congress of the People＇s Republic of China,precision poverty alleviation has been promoted to a strategic position,and elite capture is an important cause of poverty alleviation.Among them,studies from the rural perspective have been common.In the context of ＂ four counties＂,county-level power has been continuously expanded,and the capture of elites at the county level often leads to little spillover of the project.Therefore,this paper takes A Province B County Poverty Alleviation Project Bank as an example,and analyzes the mechanism of the capture of elite elites at the county level through a county-level perspective,and proposes relevant policy recommendations to overcome the elites in the allocation of resources for poverty alleviation.This paper makes up for the lack of research on the capture of elites in China at the county level.The conclusion of this study has great significance for the implementation of the strategy of precision poverty alleviation and rural rejuvenation in China.
