摘要
如何有效处置离散档案一直困扰着政府官员、档案工作者和历史学家，国际档案归属争议中有很大一部分会涉及离散档案归还和移交问题，但到目前为止，并没有形成关于该问题的有效方案。本文将在对离散档案处理的国际法律动向进行脉络式梳理的基础上，总结当下对离散档案处理的焦点所在，并对其走向和前景进行分析，以期唤起国家和社会对离散档案的重视，并启发档案界关于该问题的严肃思考。
Displaced archives have always bothered government officials, archivists and historians. There are quite a lot of disputed claims that may related to the restitutions and transfers of displaced archives.But so far, there has been no effective solution to that problem. This article is focused on the international trend on disposing displaced archives. It wiR summarize current focus on that topic and finally demonstrate the new development from the analysis of evolution of international law on displaced archives. The main aim of this article is trying to focus national andsocial attention on displaced archives, as well as to inspire serious archival thinking on it.
