本文根据2003年4月4日在美国特拉华州威尔明顿市举行的"环境公民诉讼30年:庆祝与峰会"专题研讨会的发言记录整理而成。这份材料的价值在于这些发言人都是美国公民诉讼制度的早期倡导者和著名实践者。他们的发言回顾了这个制度诞生的历史背景和早期的司法实践。对于研究美国公民诉讼制度而言,这些发言无疑具有独特的史料价值。
This article is based upon the transcripts from the Conference of Environmental Citizen Suits at Thirtysomething： A Celebration and Summit held at the Widener University in Wilmington, Dela- ware, 4 April, 2003. Its value lies in the status of these speakers who are pioneers and well-- known practitioners of citizen suits at the early years of the American system of citizen suits. They looked back to the historical background and the early practices of the system. For the research on American system of citizen suits, their speeches, with no doubt, have unique historical values. Professor Kennedy of Pace University in New York, the last speaker in the article, mentioned some other countries such as Iraq, the former Soviet Union and Russia, China and Thailand in the later part of his speech.
