摘要
为了给企业投标决策提供准确依据,提高中标效率,在分析招投标博弈关系的基础上,结合相关文献资料,总结出投标博弈的风险因素。考虑投标过程和风险因素的特性以及评价过程的模糊性、随机性,同时使调查问卷统计数据的信息量得到充分表达,分别运用层次分析法(AHP)确定因素权重和云模型(CM)评估风险等级。将该方法结合实例分析,结果表明,项目的风险等级为有条件可接受风险,在满足既定条件的情况下即可参与投标,验证了该方法的准确性和可靠性。
In order to provide accurate basis for bidding decision,and improve the winning efficiency,on the basis of the bidding game relationship analysis,combined with relevant literature,the risk factors of bidding game are summarized. Considering the characteristics of the bidding process and risk factors,the fuzziness and randomness of the evaluation process,at the same time,the information of the questionnaire data is fully expressed,using respectively the analytic hierarchy process（ AHP） to determine the factor weight and the cloud model（ CM） to assess the risk level. The method is combined with an example,the results show that the risk level of the project is conditional acceptable risk,and it is able to participate in the bidding in case of meeting the established conditions,that makes the accuracy and reliability of the method verified.
