摘要
在全球化浪潮与科技精进的影响下,改变促使犯罪发生的机会结构,也使得犯罪跨境化趋势日益明显。犯罪者在降低风险与扩大利益的考虑下,经常将违法活动的范围延伸至境外。而大数据分析则因其在商业各领域的成功应用,近来逐渐受到重视。对于警政单位而言,该如何整合异质性且参杂非结构化信息之历年数据库,首要任务应为结合数据探勘技术及统计研究方法,从中筛选出有用信息,找出隐藏应用价值,并以犯罪理论分析判读巨量分析结果后,提出经学理验证之策略。因此,本研究乃以跨境犯罪中数量庞大且损害严重的诈欺犯罪为主题,针对台湾地区跨境诈欺犯罪者的犯罪资料进行分析,探究诈欺犯罪跨境化的情形,并提出犯罪侦防上的政策建言。本研究使用之数据库,主要为台湾地区"警政署刑事警察局"及"移民署"入出境数据库。本研究搜集前述数据库近五年之数据,共计59 848件,分析诈欺犯罪者人口背景变项、犯罪手法、犯罪过程等方面。以期透过犯罪数据库之大数据分析,掌握诈欺犯罪跨境化的特征。
With the sweeping of globalization and technological development,the opportunity structure of crime has changed, especially the transnational crime become obvious. Considering the risks and interests, the offenders often extend the illegal activities to overseas. Owing to the large data analysis has been applied successfully in commercial fields, the government paid more attention to it recently. If the public security departments want to integrate heterogeneity and remove unstructured information in databases over the years, they should be to combine the data exploration and statistical research method, screen out useful information and hidden application value, analysis the large amount results using criminal theory, and provide the verified strategy. This research focuses on the extensive and the serious false pretenses crime in transnational crimes in Taiwan, analyzes them and explores their situation, then puts forward the policy suggestions on crime detection and prevention.The databases mainly come from ＂the Criminal Police Bureau＂ of Taiwan police department and ＂the Immigration Department＂ in the past five years, a total of 59848, mainly analyzes the demographic background variables, criminal techniques, and criminal processes. Through the large data analysis of crime databases to grasp the characteristics of transnational crime.
