摘要
扶贫小额信贷是精准扶贫的重要手段。在分析宁夏扶贫小额信贷实践探索的基础上,对当前金融扶贫工作和扶贫小额信贷工作出总体评价。研究发现,当前扶贫小额信贷主要存在金融机构及其从业人员积极性不高、片面要求提高覆盖率和新增贷款投放量可能会存在较大的风险承贷主体和资金使用主体不一致、贫困人口在建档立卡系统中的"进进出出"、宣传不够到位等问题。基于此,建议从将金融扶贫工作融入宏观金融政策体系、多种渠道降低金融扶贫成本、建立有效的政府增信机制、加大金融扶贫基础工作力度、利用互联网技术改造传统金融业务、鼓励支持和引导合作性金融政策发展、尽快落实尽职免责制度、设计合理的利益联结机制、将金融扶贫和产业发展结合起来等角度入手进一步落实扶贫小额信贷精准扶贫政策。
Microfinance-based poverty alleviation is an important means of targeted poverty alleviation. Based on the analysis of Ningxia＇s experience in microfinance-based poverty alleviation,an overall evaluation of the current financial work for poverty alleviation and microfinance-based poverty alleviation work is provided. The study reveals the following problems： the low enthusiasm of financial institutions and their employees involved in the current microfinance-based poverty alleviation,relatively high risks in the improper increase in the coverage rate and the new loans,the loan agents different from the loan users,the changing poverty-stricken households in the file system and inadequacy of publicity. It is proposed to integrate the pro-poor financial work into the macro-financial policy system,reduce financial and poverty-alleviation costs through multiple channels,establish a more effective government trust mechanism,improve the basic financial poverty-alleviation work,use the Internet technology in the transformation of traditional financial businesses,policy-support the development of cooperative finance,timely implement the due diligence system,design a reasonable interest linkage mechanism,and integrate financial poverty alleviation with industrial development.
