摘要
城镇社区民间慈善组织的发展壮大是官办慈善组织民营化的重要前提和社会基础,符合慈善本质属性和发展趋向。数量"虚胀"而质量不足、"行政化"、"视觉慈善"、责任意识缺失等问题是制约我国城镇社区民间慈善组织良性发展的主要障碍。实现我国城镇社区民间慈善组织的普及化、专业化、系统化、法制化培育目标可分"三步走"。对我国城镇社区民间慈善组织的培育应以民间自主经营、政府积极服务为基本原则,以鼓励、尊重、包容、主动配合为指导思想。在此基础上,采取有效的培育支持政策,培育和鼓励城镇社区民间慈善组织健康有序发展。
The development and expansion of non-governmental charitable organizations in urban communities is an important precondition and social foundation for the privatization of government-run charities,which is in line with the nature of charity and development trends. The problems such as ＂quantity inflation＂,insufficient quality,＂administration＂,＂visual charity＂and the lack of sense of responsibility are major obstacles to the sound development of civil charities in urban communities in China. The realization of the popularization,specialization,systematization,and legalization of civil charitable organizations in urban communities in China can be divided into three steps. The cultivation of non-governmental charitable organizations in urban communities in China should be based on the principle of non-government independent management and active government service,with the guideline of encouragement,respect,inclusiveness,and active cooperation. On this basis,an effective supporting policy will be adopted to cultivate and encourage the healthy and orderly development of civil charities in urban communities.
