摘要
近年来,随着政府"项目"的普遍化,"项目制""项目化治理"、地方政府的项目化治理成为很多人关注的焦点,而对其中"限度"和"异化"的研究还比较肤浅。这些限度和异化问题的现象是系统产生的,但现有的行政管理与经济理论还无法进行系统分析。通过对目前争议较多的"项目制"的三级治理,尤其是"地方政府项目化治理"进行剖析,结合战略、治理、管理、项目和运作的层级,对"项目制"进行的定位研究发现,地方项目化治理机制完全可以采用项目集治理的理论和实践来指导,这为地方项目化治理的研究和完善提供了一个崭新的借鉴和探索方向。
In recent years, due to the popular government ＂projects＂, ＂project-based management＂, ＂project-based governance＂ and local government project-based governance have become the focus of public attention, yet the study of ＂limits＂ and ＂alienation＂ therein is still relatively shallow. These phenomena of limits and alienation are generated by the system, which cannot be systematically analyzed with the existing administrative management and economic theories. Through the analysis of the controversial three-level ＂project-based system＂, especially the ＂local government project-based governance＂, and with reference to the levels of strategy, governance, management, project and operation, a targeted ＂project-based system＂ research has found that the local government project-based governance mechanism can be fully guided by the theory and practice of＂ project set governance, which has reference value and provides a new orientation for studying and improving the local governments project-based governance.
