摘要 从白宫、联邦部门和联邦资助项目管理3个层面研究美国政府在科研诚信体系建设中的作用。笔者认为,白宫在确立科研诚信指导原则和政策导向方面发挥重要作用,国家科学基金会、国家海洋和大气管理局等联邦部门制定了符合本部门使命和特点的诚信政策,科研项目的诚信管理做到了全链条、重预防和严格规范,美国政府在科研诚信体系中的作用显著。 This paper examines the role of the U.S. government in the development of the scientific integrity based on three levels, i.e. the White House, federal agencies and the management of federal - funded research projects. It argues that, the White House plays an important role in the development of science integrity principles and policy guidelines, fed- eral agencies such as NSF and NOAA issue policies and regulations based on their missions and characteristics, and the management of scientific integrity of federal - funded research is whole - chain, prevention - focused, rigorous and regula- tion - based, which suggests the significant role of the U.S. government in scientific integrity system.
