摘要
农村土地承包经营权确权对农地流转会产生什么样的影响,不仅是一个重要的理论问题,而且还直接影响着对其政策效果的评价。本文利用山东省农户数据对一些学者提出的土地确权会强化农户土地的禀赋效应进而抑制土地流转的假说进行了检验。研究显示,土地确权强化了农户的土地产权强度,从短期看它对农户土地流出意愿的影响尚不明确,但长期影响应该是正向的。土地确权抑制农户土地流转的观点不仅在理论逻辑上存在悖论,而且统计推断显示禀赋效应在总体上并不存在。流转市场发育度和土地确权带来的安全效应显著影响着当地农户出现禀赋效应的概率,市场越深化农户越不容易出现禀赋效应,确权后土地产权强度提高越显著的农户流出土地的意愿越强。同时,安全效应还提高了土地流入农户进一步扩大规模的意愿,有利于土地资源的优化配置。
What kind of influence does the confirmation of rural land contract management rights exert on land transfer is not only an important theoretical issue,but also directly affects the evaluation of its policy effect. This paper test the hypothesis thatthe confirmation ofland rights will strengthen the endowment effect of rural households and thus inhibit the land circulation. The research shows that confirmation of land rights strengthens the farmer＇s land property intensity,andits impact on rural households＇ land-exiting intention is not clear in the short term,but the long-term impact should be positive. The viewpoint that theconfirmation ofland rights limits land transfer is a paradox in theoretical logic; what＇s more,statistical inference shows that the endowment effect does not exist as a whole. The growth of transfer markets and the security effects brought about by the confirmation of land rights have significantly affected the probability of endowment effects on local farmers. The deeper the market is,the less likely the farmers are to have endowment effects; the higher the intensity of property rights is,the stronger the farmers＇ willingness to outflow land will be. At the same time,the security effect also increases farmers＇ willingness to inflow more land and further expand their scale,which is conducive to the optimal allocation of land resources.
