摘要
停车换乘出行模式可以有效缓解城市交通拥堵,间接降低交通排放。研究了满足一定低碳排放指标约束下,停车换乘设施规划问题。建立了同时考虑停车设施运营者和出行者的双层规划模型。上层为运营者在CO2排放指标约束条件下以停车运营收益最大为目标的优化模型,下层是在停车换乘交通出行网络弹性需求条件下用户均衡分配模型。根据模型特点,设计了MSA算法与遗传算法相结合的求解算法。算例路网测试结果表明:模型可在一定程度上反映出行者路径选择行为,停车换乘模式可以减少人均交通排放,达到了所设定的低碳排放指标,同时达到运营收益最大的目标,为停车换乘设施建设提供了思路,具有一定的科学性和实用性。
Parking space transfer mode can effectively relieve traffic jam and reduce traffic emission indirectly. The problem of charging strategy under the constraint of low carbon emission index is studied. A bilevel programming model considering both operators and travelers of parking facilities is established. The upper level programming model is the optimal model of the operator under the constraint of CO2 emission index and the maximum profit of parking operation. The lower layer is the user equilibrium assignment model under the condition of the elastic demand of the parking and commuting transportation network. According to the characteristics of the model,a solution algorithm combining the MSA algorithm and the genetic algorithm is designed. Through the example of network testing,the results show that the model can reflect a certain degree of traveler route choice behavior,parking transfer mode can reduce traffic emissions per capita,and it reached a low carbon emission index set,and reached the maximum operating income. It is scientific and practical to provide some ideas for the construction of parking and transfer facilities.
