摘要
形式上,公私合作是政府与私人部门通过契约实现协作,提供公共物品,但公私合作实质上重构了政府与市场的关系,包含政府与私人部门、政府与公众、公众与私人部门间的三重契约,三重契约的契合是公私合作实现公共物品有效供给的保障。公私合作中委托代理关系复杂化,公私合作各方存在着利益冲突与不同目标;参与方多重社会角色蕴含着潜在的内在冲突;信息与技术悖论使公私合作监管者被"俘获";公私合作过程中公私可能合谋等使公私合作供给公共物品面临着一定的挑战。通过健全与完善公私合作制度、利益相关者和社会组织参与机制,多途径协同解决公私合作的信息与技术悖论,确保公私合作的公共性与效率,减少公私合作的风险,实现公共物品高效供给。
Public and private cooperation in form refers to achieve cooperation and provide public goods under the government and private partnership. However, such cooperation substantially reconstructs the relationship between the government and the market, including the triple contract between the government and the private sector, the government and the public, as well as the public and the private sectors, and the threepartyagreement ensures the public and private cooperation to achieve public goods. The principalagent relationshipin public and private cooperation seems complicated, and each party of public and private cooperation existsconflicts of interests and holds different goals; the multiple social roles of the participants also contain potentialinternal conflicts; the paradox of information and technology makes the supervisors of public and private cooperation ＂ captured＂ ; public and private cooperation in the process of their cooperation make them face challenges in supply public goods. Improving the system of public and private cooperation, stakeholder and social organization participation mechanism, solving the information and technology paradox of public and private cooperation via varied ways, these measures can ensure the fairness and efficiency of public and private cooperation, to reduce the risk of public and private cooperation and to realize the efficient supply of public goods.
