摘要
快速城镇化带来的地方人口结构性变化加剧了农村地区的老龄化程度。我国农村地区不同程度地存在养老服务缺乏、相关设施基础薄弱、社会支持不足等问题,部分农村地区老年人的养老条件不容乐观。研究基于2015年夏季面向浙江省江山市农村地区老年人养老条件的实地调研,从村庄层面对农村养老机构和农村社区养老服务设施的建设与服务情况展开研究。研究表明,农村居民点的空间形态和农村老年人在生活方式、社会关系等方面的特征,决定了农村地区不能简单沿用城市地区养老服务设施的规划思路。农村地区养老服务设施的配置既要综合考虑总量、布局和服务效率等几方面的关系,也要解决好均等化、标准化与差异化之间的矛盾。
Due to rapid urbanization, the structural changes in local population have significantly increased the aging degree of rural areas. However, because of lacking related elderly- care service facilities, weakness in the built facilities, shortage of social supports, and so on, the current elderly-care situation of most rural areas in China is not optimistic. Based on the on- site survey on the elderly-care situation of rural areas in Jiangshan City, Zhejiang Province in the summer of 2015, this paper conducts a study on institutional facilities and community-based service facilities from the village level. The paper finds that rural areas could not simply adopt the planning ideas of elderly-care service facilities in urban areas owing to the particular features of rural settlements morphology, elderly＇s lifestyle, and social network. While planning elderly-care service facilities, it is essential to take into consideration both the relationship among total quantity, layout, efficiency, and so on and the contradiction among equalization, standardization, and differentiation.
