摘要
在碳排放权总量控制目标下,进行中国各省区碳减排责任的分摊,是实现中国二氧化碳减排的首要问题.文章首先基于非期望产出SBM模型对我国各省份的能源环境效率进行评价,探讨中国省际能源效率和碳减排潜力的差异,分析各省区生产无效率的来源;其次从效率最大化视角出发,构建零和收益SBM模型,对碳排放权总量固定条件下的省际碳减排责任进行分摊;再次,综合考虑公平性与效率性原则,选取相关指标,构建多准则决策分析模型,进行公平与效率权衡下的碳减排责任分摊;最后,对不同碳排放权分配方案的优劣进行比较分析,并给出相关政策建议.
Under the target of total carbon emissions control, the sharing allocation of China's carbon reduction responsibility across provinces is the top issue to realize China's carbon dioxide emissions reduction target. The paper first evaluates the energy environment efficiency of various provinces in China and discusses the difference of the energy efficiency and emissions reduction potential across different regions, based on the Slacks-based measure(SBM) model with undesirable outputs.Secondly, the paper formulates the zero sum gains SBM(ZSG-SBM) model from the perspective of efficiency maximization, which is applied in the allocation of carbon reduction responsibility across China's 30 provinces and regions with the total carbon emissions allowances fixed. Thirdly, based on the principles of both efficiency and equity, a weighted multi-criteria decision analysis model is further proposed to allocate the carbon reduction responsibility. Finally, compare and analyze the advantages and disadvantages of the two allocation mechanisms and provide relevant policy suggestions.
