摘要
教育督导是现代教育管理体系的重要组成部分。荷兰实施"基于风险的督导"模式,建立严格的风险分析系统,制定科学的督导评估框架。通过对荷兰教育督导的理念、过程与评估指标的系统分析,得出以下结论 :政府进行宏观指导,督导局独立开展督导活动;基于风险分析实施分类督导,学校自评与专家督导相结合;建构以学生为中心的督导评估指标。这种新型督导模式使荷兰教育督导重点实现了由"质量保障"向"质量提升"的转变,为荷兰基础教育保持世界领先地位提供了有力保障。
Education inspection is an important part of the modern education management system. The Netherlands has implemented the Risk-based Inspection since 2008, established a rigorous Risk Analysis System, and developed a scientific inspection framework. Through a systematic study of the philosophy, process and evaluation framework of the new inspection model, the following conclusions can be drawn: First, the government commits to macro-guidance, and the Inspectorate of Education conducts inspection independently; Second, implements different types of inspection based on risk analysis, and uses school self-evaluation and expert inspection simultaneously; Third, developing student-centered inspection evaluation indicators. The new model has made the focus of education inspection shift from quality assurance to quality improvement, and provides a powerful assurance to keep Dutch basic education in the leading position in the world.
